April 2, 2014 The Morning Call- A man wanted in a 2012 nightclub shooting that left three men dead in Puerto Rico was arrested Tuesday afternoon in south Allentown, the U.S. Marshals Service said.
Julio Rivera Torres, 22, of Puerto Rico was taken into custody at 1:20 p.m. by the Marshals Violent Crimes Fugitive Task Force-Allentown Division in the 2000 block of Vine Street, near Mack Boulevard.
Police said Torres was living in an apartment in that block, but they didn't say how long he had been there.
The arrest followed extensive surveillance of the area over the last few days. Brian Hicks, U.S. Marshals spokesman in the Reading office, said investigators last week received information that Torres might be in the neighborhood.
Torres was spotted driving into the area and was arrested without incident, authorities said. In a criminal complaint, state Trooper Andrew Watkins said authorities at 2 p.m. notified Puerto Rican officials that Torres was in custody.
Watkins also said Pennsylvania has approved Torres' extradition.
Torres was taken to Lehigh County Prison and arraigned Tuesday night by District Judge Wayne Maura, setting the stage for his return to Puerto Rico. There, he faces charges of homicide, aggravated assault and related offenses.
The Feb. 1, 2012, shooting was at Roma, a crowded outdoor nightclub, in Ponce, Puerto Rico. Three patrons, age 21 to 25, died. A fourth man, 19, was injured.
Local police at the time said the deaths appeared to be related to narcotics dealing, and every one of the dead men was shot more than once. Police said there might have been more than one shooter.
Assisting the Marshals Service were state police, the state Board of Probation and Parole, Allentown police, and the Lehigh County and Northampton County sheriffs' departments.
The information on Torres' whereabouts was developed by the Marshals Fugitive Task Force in Puerto Rico and the Marshals Capital Area Regional Fugitive Task Force in Springfield, Va.
The lead was given to the Marshals Violent Crimes Fugitive Task Force of the Eastern District of Pennsylvania, which then organized the surveillance that led to Torres' arrest.
